Reporting to the Secretary of Transportation, the Office of Equal Opportunity (OEO) Director provides statewide direction of department programs relating to external civil rights, which include External Complaint Investigations, Disadvantaged Business Enterprises (DBE), Minority/Women Business Enterprises (M/WBE), Small Business Enterprises (SBE), Equal Employment Opportunity (EEO) Contract Compliance, Tribal Employment Rights Ordinance (TERO), On-The-Job Training (OJT) Support Services, Title VI, Limited English Proficiency (LEP) and Environmental Justice.

Represents the Department and provides liaison with the Federal Highway Administration (FHWA), Federal Transit Administration (FTA), Federal Aviation Adminstration (FAA), Federal Railroad Administration (FRA) and other regulatory agencies involved in the administration of the department’s external civil rights programs.
