General Engineering Consultants

With more than 400 projects scheduled for construction over the next 10 years, WSDOT turned to the business community for project delivery help with the unprecedented selection of engineering consulting firms to assist in the delivery of some of the most significant highway construction projects in the state.

Firms from across the country and the region competed for the assignments, submitting detailed work proposals including qualifications of their key personnel and relevant aspects of their previous specialized projects experience. Proposals were evaluated by WSDOT engineering and project management staff.


Winning Firms

Each of the winning firms will be designated as the General Engineering Consultant to a specific major project or project cluster. Duties will differ from project to project, but will generally include planning, design, and program management responsibilities, in some cases including assistance in the award and management of construction contractors ultimately selected to build the projects. In every case, the consultant teams will integrate their own efforts with engineering and other staff professionals at WSDOT. In all cases WSDOT will retain overall “strong owner” project responsibility, following the model that recent experience across the country has proven most successful in effective budget and schedule control and performance on major public work contracts. 

The Projects

Scores of projects around the state were added to WSDOT’s already significant responsibilities by the 2005 Gas Tax revenue package. The General Engineering Consultant selection program – an innovative and probably unprecedented outreach to the private sector to join forces with WSDOT’s own engineering and project management professionals – is a major milestone in WSDOT’s aggressive program to meet citizens’ expectations for successful project delivery.  

The projects to be assisted by the new General Engineering Consultant arrangements are as follows.

Mt. Baker Area Projects
This is an engagement to assist in the delivery of approximately two dozen individual projects in Skagit, Whatcom and Island Counties.  The successful firm is H.W. Lochner, Inc., founded in 1944 and headquartered in Chicago and with an established office in Bellevue.  The duration of the engagement is expected to be approximately five years and its potential value will be in the likely range $5 million to $12 million.  Approximately 100 people are expected to work either with Lochner or with its designated subconsultants over the course of the project. Snohomish-King Counties Area Projects
This is an engagement to support the delivery of approximately 175 projects in the Sno-King area.  Full design services will be provided for two of the projects. The successful firm is DMJM Harris, a national engineering firm with roots in several distinguished and long standing firms with offices in cities around the country including Northwest locations in Seattle and Boise. The duration of the engagement is expected to be approximately five years and its potential value will be in the likely range of $20 million to $30 million. I-90 Snoqualmie Pass East – Hyak to Keechelus Dam 
This engagement will support this critical project for expansion of Washington State’s most important east-west transportation corridor. The successful firm is URS Corporation, a publicly held firm headquartered in San Francisco and one of the world’s largest engineering corporations. It maintains Washington State office locations in Kennewick, Seattle and Spokane. The duration of the engagement is expected to be approximately five years and its potential value will be in the likely range of $10 million to $16 million. SR 520 Bridge Replacement and HOV Project
This engagement will support the planning, environmental, design, construction and program management of this critical transportation project. The successful firm is HDR Engineering, an employee-owned architectural and engineering firm founded in 1917 with offices already established in Washington State in Mt. Vernon, Olympia, Pasco, Port Orchard, Bellevue and Spokane. WSDOT anticipates the initial agreement to be in the range of $10 million to $15 million. The duration of the engagement could be extended. Alaskan Way Viaduct and Seawall Replacement Project
This engagement will include the independent oversight and review of preliminary design, constructability, contract methods and packaging guidance, and program management support. The successful firm is Hatch Mott MacDonald Transportation and Tunnels, a hundred year-old, international consulting and engineering firm with an extensive record of major accomplishments in the fields of transportation, and old infrastructure projects. Hatch Mott MacDonald has an existing office in Seattle and throughout North America and Australia. SR 167 Valley Freeway Corridor
This engagement includes five diverse projects – SR 167 HOT lanes, SR 167 Stage 3 and Stage 4 HOV lanes, and an asphalt overlay project on SR167. The successful firm is a homegrown Washington State firm, Perteet, Inc. of Everett. The duration of the engagement is 2 years and its potential value will be in the likely range of $3 million to $5 million.  Schedule and cost may be extended. Tacoma/Pierce County HOV Program

This engagement includes the pre-construction project scope and engineering for nine project stages in this regional program to add HOV lanes to I-5 through Tacoma. The successful firm is CH2M Hill, an international employee-owned engineering and consulting firm with offices in Seattle and Richland, as well as throughout North America. The duration of the engagement is 4 years and its potential value will be in the likely range of $20 million to $40 million. Learn more about the Tacoma/Pierce County HOV Program projects.

SR 167 Extension in Pierce County
This engagement includes the preliminary design activities and potential construction plans packaging for the unfunded construction phases of this new highway corridor. The successful firm is Carter & Burgess, established in 1939 and now a full-service, multidiscipline consulting firm with more than 2,700 employees in major US metropolitan areas, including Seattle. The Selection Process

The selection process for the new consultants was prepared and directed by John Conrad, WSDOT’s Assistant Secretary for Engineering and Operations. Conrad praised and thanked the successful firms and the 9 others who participated in the process for their prompt and energetic work in responding on a tight schedule to a demanding procurement. 

“We’ve seen in the selection process some of the top engineering and project management talent in the country,” Conrad said. “We know from what we’ve already seen that they can make a big contribution to our state’s program.” 

Secretary of Transportation Doug MacDonald noted that almost all the selected firms had worked in some capacity on other projects for WSDOT and for other clients in Washington State. 

MacDonald said, “We’re counting on them and they’re counting on us to make these the best projects this state has ever seen. After all, the public is counting on us all to deliver the projects our transportation systems need. Joining the talents and energies from the General Engineering Consultants with our own WSDOT professionals is a big step toward our goal and immediately picks up our project delivery pace.”

In addition to the consultants awarded the contracts, dozens of subconsultant firms have been or will be designated for roles on one or another and sometimes several of the successful teams.  Many of the subconsultant firms are local engineering or other professional firms, while others are also from the ranks of nationally recognized firms.  The list of subconsultants, seven of which are certified or disadvantaged business enterprises, are:
